Goals: 
The Survey Cadence Optimization Committee (SCOC) has formulated draft Phase 1 recommendation for the initial survey strategy, available as https://pstn-053.lsst.io 

This document includes background and information about SCOC process, Phase 1 recommendations, and a detailed discussion of proposed survey simulations. It will be finalized by December 15, 2021 and serve as a guide for the concluding round of survey cadence simulations. These simulations will be delivered by Mar 1, 2022. Their analysis will inform the phase 2 survey strategy recommendation which will define the baseline strategy for starting the Rubin Observatory’s Legacy Survey of Space and Time (LSST). This initial survey strategy will attempt to optimize as many science programs as possible, while requiring that all four core science themes continue to meet their requirements (approximately, this means perform as well as in the current baseline strategy). 
 
It is important for the SCOC to be able to gather input from across the community, as well as to provide opportunities for the community to comment on recommended survey strategy. To this end, the SCOC and the Project will be hosting a two-day virtual workshop on November 16-17, 2021. 
 
This workshop is designed for stakeholders with a keen interest in helping design and analyze survey strategy options for the LSST, and it is open to the entire LSST user community. We encourage early career researchers to participate in this workshop.
 
Registration will be open until Nov 8, 2021.

Topics for Session 4 (Community feedback) are solicited through Science Collaboration chairs (until Nov 1).
